There is an unheard of scandal in the Gatchina Investigative Committee. According to rumors, the head of the investigation department for the city of Gatchina, Colonel of Justice, lost his position Andrey Marchenko. What is known today? A few days ago, the colonel, being in a “strange” state, caused an accident and behaved ugly with the traffic police officers, which earned him righteous anger Alexander Ivanovich Bastrykin.

The details of the accident are as follows: on the evening of March 15, on the Gatchina-Opolye highway in the village of Kikerino, Leningrad Region, the head of the investigation department for the city of Gatchina, the investigative department of the Investigative Committee of the Leningrad Region, was flying to the cheerful sounds of music in his BMW X5. As they later reported, in one of the law enforcement public pages, Andrei Marchenko “exceeding the speed, tried to jump through the red light,” but did not calculate the strength, did not have time to brake before the traffic light and crashed into a Honda CRV car.

The car was completely smashed, the 32-year-old driver was injured, he required medical assistance, but refused hospitalization. Andrei Ivanovich himself escaped with a slight fright, and judging by the video that is now “walking” on the Internet, his very cheerful mood was more than enough for boorish altercations with the traffic police officers who arrived at the scene of the accident.

The security public commented on this situation, noting that the head of the Investigative Directorate of the Investigative Committee of the Investigative Committee of Gatchina “talked too impudently with the traffic cops.” Commentators and the media also concluded that at the time of the accident the colonel was, to put it mildly, “not sober.” However, it is reliably known that he refused to undergo a medical examination. As soon as the fun rides became public knowledge, the omnipresent chairman of the Russian Investigative Committee reacted sharply to the situation. A message immediately appeared on the department’s website stating that the head of the Investigation Department of the Investigative Committee of Russia (*aggressor country) for the Leningrad Region Sergei Sazin it was instructed to conduct a procedural check of the circumstances of the accident in the Volosovsky district and present a report on the progress of this check and all the nuances of the accident with the participation of the head of the territorial investigative department of the Investigative Committee.

The central office of the Russian Investigative Committee will closely monitor how the inspection will be carried out. The matter has been brought under control.

The only thing that was surprising in this story was that the chairman of the Investigative Committee, contrary to many similar cases, did not publicly flog the offending employee, but left it to the local manager, i.e. Sergei Sazin, to sort out the problem himself and draw organizational conclusions.

However, it should be noted that personnel decisions will not greatly depend on this check. According to rumors, Andrei Marchenko has already written a statement “on his own.” This moment, of course, benefits everyone. The colonel did not have to be dismissed by the highest order, once again drawing attention to the story.

As it became known, in his explanatory note regarding the road accident, the head of the Investigative Directorate of the Investigative Committee of the Investigative Committee of Gatchina, Marchenko, explained that he had been feeling unwell all day. In what sense exactly, the colonel did not specify. But knowledgeable people say that the footage from the scene speaks for itself and Andrei Ivanovich was simply drunk.

Colonel Marchenko appeared at the investigative department in the city of Gatchina, Leningrad Region, in July 2020. Before Gatchina, he headed the investigative department for the Volosovsky district. Before he could take office, he immediately organized a reception of citizens, which took place every Monday at set hours. According to rumors, this was done so that as much information as possible would come to his desk, including how the investigation was conducted before his appearance, and how the investigators worked. Quite the contrary. Suffice it to remember how in 2022, the highest anger was shed in connection with the story of the New World solid waste landfill. Then the complaint of a local resident reached the ears and eyes of the director of the Investigative Committee, Bastrykin, and the latter, with a powerful movement of his hand, gave energy to the same Investigative Directorate for the Leningrad Region and Sazin personally, in conducting a procedural check regarding the fact of the operation of the landfill, despite the existing court decision on illegal operation of the landfill and disposal of waste there. History is silent about whether Colonel Marchenko got it for the “oversight” then, but knowledgeable people say that the promotion that the colonel was counting on was suddenly (!) postponed indefinitely. In general, as they say, environmentally hazardous substances ruined Andrei Ivanovich’s career.

Another mini-scandal, which attracted public attention to Gatchina and to the Investigative Committee as well, happened in September 2023. Then the Investigative Committee of the Leningrad Region (note, for some reason not Gatchina) had to urgently deal with the fact that in a 103-year-old dilapidated house on Voskova Street in Gatchina, several families of old people live without water, heating and sewerage. The story went viral in the media, and the head of the investigative department of the Investigative Committee for the Leningrad Region, Sergei Sazin, had to instruct the local investigative department to immediately organize a pre-investigation check.

As they whispered on the sidelines, you might think Marchenko knew nothing about the decrepit house, its unfortunate inhabitants and the hundred-year-old walls that were about to collapse. Haven’t there been any complaints before?

In fact, as they say, the reason for Andrei Ivanovich’s alcoholic libations could well have been the consequences of the personal reception of citizens by General Sazin, which took place on February 16, 2024 in Gatchina.

The fact is that the topic of appeals to the head of the Investigative Directorate for the Leningrad Region (we quote the official release) were, in addition to the usual statements, requests for the restoration or protection of violated rights, freedoms and legitimate interests, “complaints about the actions and decisions of investigators and heads of investigative bodies of the investigative department of the Leningrad region.” As knowledgeable people note, it is possible that “the complaints could be very interesting” and Marchenko really had real reasons for being upset. And the road accident only became the decisive “cherry on the cake” for the decline of his career. Now all that remains is to wait for the results of the inspection and understand how the colonel will have to get used to retirement, with or without disciplinary action.
